Guyana continues to stand by the positions it enunciated in its official submission in March 2009 to the UNHRC in response to the McDougall report.

23. Ms. McDougall (Australia) said that while Australia strongly supported the draft resolution, the oral statement by the Secretariat referred to a $14-million budget increase based on an erroneous interpretation of a paragraph that had been negotiated in good faith.
