5- عندما يبدأ نفاذ أي تعديل، يصبح ملزما للدول الأطراف التي أعربت عن قبولها الالتزام به، وتظل الدول الأطراف الأخرى ملزمة بأحكام هذه الاتفاقية وبأي تعديلات سابقة تكون قد صدقت أو وافقت عليها أو أقرتها.
