وإذ يؤكد من جديد أيضاً أن جميع أعمال الإرهاب وأساليبه وممارساته، بكل أشكاله ومظاهره، أنشطة تهدف إلى تقويض حقوق الإنسان والحريات الأساسية والديمقراطية، مما يهدد السلامة الإقليمية للدول وأمنها ويزعزع استقرار الحكومات المنشأة بصورة مشروعة، وأنه ينبغي للمجتمع الدولي أن يتخذ الخطوات اللازمة لتعزيز التعاون من أجل منع الإرهاب ومكافحته،
