21. The representative of Malaysia had requested assurances that the ACABQ recommendations would not adversely affect the implementation of the UNTAET mandate, as well as the number and level of posts.

The representative of Malaysia welcomed the results of the expert meeting and said that there were basically two levels of problems: the national level and the international level.

Speaking in explanation of position after the adoption of the decision, the representative of Malaysia said that she wished to put on record her Government's reservations concerning any UNEP activities that sought to perpetuate the linkage between trade and the environment, which her Government considered had the undesirable effect of providing the basis and pretext for non-tariff barriers on products from the developing countries.
٨١ - وتكلمت ممثلة ماليزيا تعليلا للموقف عقب اعتماد المقرر، فقالت إنها ترغب أن تُسجل في المحضر تحفظات حكومتهـا إزاء أي أنشطة يضطلع بها برنامج اﻷمم المتحدة للبيئة تهدف إلى إدامة الربط بين التجارة والبيئة. والتي تعتبر حكومتها أن لذلك أثرا من شأنه خلق أساس وذريعة لفرض حواجز جمركية على منتجات البلدان النامية.
