43- إن ظروف تطبيق هذه الآلية جد مؤطَّرة؛ ومهما يكن من أمر، فإن الأجانب الذين قد يُعنون بها سيستفيدون من مجمل الحقوق والضمانات التي يوفرها القانون للأجانب في مناطق الانتظار.

The Committee considers that if such a regime were applied in practice it would be difficult to provide legal guarantees applicable to the detainees or for the national mechanism for the prevention of torture to monitor ad hoc holding areas effectively.
