That problem was related to the connection between the Sixth Committee's discussions and the way in which they were reflected in the Commission's deliberations.

From the Sixth Committee debates, there seemed to be a general wish for simpler procedural arrangements, whole detailed elaboration could be left to the specific aquifer States concerned.
