" Taking note of Commission resolution 2004/60 of 20 April 2004, in which the Commission reiterated and reaffirmed that the Sub-Commission should continue to be able to debate country situations not being dealt with in the Commission, as well as urgent matters involving serious violations of human rights in any country,
" وإذ تحيط علماً بقرار اللجنة 2004/60 المؤرخ 20 نيسان/أبريل 2004 الذي كررت فيه اللجنة وأكدت من جديد أن على اللجنة الفرعية أن تظل قادرة على مناقشة الحالات القطرية التي لا تُعالج في إطار لجنة حقوق الإنسان، وكذلك مناقشة المسائل العاجلة التي تنطوي على انتهاكات خطيرة لحقوق الإنسان في أي بلد،

(b) That the Sub-Commission should continue to be able to debate country situations not being dealt with in the Commission, as well as urgent matters involving serious violations of human rights in any country, and that its discussions would be reflected in the summary records of its debates, which should continue to be forwarded to the Commission.
(ب) أن على اللجنة الفرعية أن تظل قادرة على مناقشة الحالات القطرية التي لا تعالَج في إطار لجنة حقوق الإنسان، وكذلك مناقشة المسائل العاجلة التي تنطوي على انتهاكات خطيرة لحقوق الإنسان في أي بلد، وأن تظهر مناقشاتها في المحاضر الموجزة لهذه المناقشات، وأن يستمر إرسال تلك المحاضر إلى لجنة حقوق الإنسان.

It is worth mentioning that the mandate of the subsidiary body was not breached in this particular instance, for the Commission - through its resolution 2002/66 - has reaffirmed that " the Sub-Commission should continue to deal with urgent matters regarding serious violations of human rights in any country " .
ويجدر بالإشارة أن ولاية الهيئة الفرعية لم تنتهَك في هذه الحالة الخاصة، حيث إن لجنة حقوق الإنسان أكدت من جديد، من خلال قرارها 2002/66، " ضرورة أن تظل اللجنة الفرعية قادرة على مناقشة المسائل العاجلة التي تنطوي على انتهاكات خطيرة لحقوق الإنسان في أي بلد " .

8- وقد وضعت اللجنة قيوداً على النظر في حالات الدول ضمن إطار هذا البند من جدول الأعمال وعلى الطريقة التي يجب اتباعها للنظر في تلك الحالات، لكنها أكدت باستمرار ومؤخراً في قرارها 2005/53، " على أن تظل اللجنة الفرعية قادرة على مناقشة الحالات القطرية التي لا تُعالج في إطار لجنة حقوق الإنسان، وكذلك مناقشة المسائل العاجلة التي تنطوي على انتهاكات خطيرة لحقوق الإنسان في أي بلد " .
