The representative of Iraq claimed that his country has fulfilled all the conditions of these Security Council resolutions, that it has fulfilled the resolutions concerning the elimination of weapons of mass destruction.
وادعى مندوب العراق أن بلاده أوفت بجميع التزاماتها التي نصت عليها قرارات مجلس اﻷمن. وقال إن العراق أوفى بمتطلبات القرارات الخاصة بنزع أسلحة الدمار الشامل.

The representative of Iraq further commented on the obligations of the United States under the Headquarters Agreement, General Assembly resolutions and international law and made reference to exaggerated national security concerns.
واستطرادا للنقطة نفسها علق مندوب العراق على الالتزامات التي تقع على عائق الولايات المتحدة بموجب اتفاق المقر وقرارات الجمعية العامة والقانون الدولي، وقال إن شواغل الأمن القومي مسألة مبالغ فيها.

20. The representative of Iraq had once more repeated that the information contained in the reports on the situation of human rights in Iraq was false.
٢٠ - وأضاف إن مندوب العراق كرر مرة أخرى أن المعلومات الواردة في التقارير عن حالة حقوق اﻹنسان في العراق معلومات خاطئة.

23. Concerning the principles of universality, objectivity and non-selectivity, which the representative of Iraq had accused him of violating, he said that he was simply carrying out his mandate to assess whether the Iraqi Government was fulfilling its human rights obligations.
٢٣ - وفيما يتعلق أخيرا بمبادئ العمومية، والموضوعية، وعدم الانتقائية، التي اتهم مندوب العراق المقرر بعدم احترامها، قال المقرر الخاص لا يتقيد سوى بولايته، التي تتمثل في تقييم مدى احترام الحكومة العراقية ﻹلتزاماتها في مجال حقوق اﻹنسان.

On instructions from my Government, and with reference to the letter from the Permanent representative of Iraq addressed to the Secretary-General of the United Nations and issued on 7 June 1996 as document S/1996/410, I should like to inform you of the following.
بناء على توجيهات من حكومتي، وباﻹشارة إلى رسالة مندوب العراق الدائم الموجهة إلى اﻷمين العام لﻷمم المتحدة والصادرة في الوثيقة S/1996/410 بتاريخ ٧ حزيران/يونيه ١٩٩٦؛ أود اﻹفادة باﻵتي:

Mr. Al-Awdi (Kuwait) (spoke in Arabic): My delegation has listened to the statement by the representative of Iraq in which he dealt with my country, Kuwait, and my Government in an inappropriate manner and in the wrong place.
السيد العوضي (الكويت): لقد استمع وفد بلادي لكلمة مندوب العراق. وقد تعرض في كلمته، مع الأسف، للكويت وحكومة بلادي بطريقة غير لائقة وليست في محلها.

1. The statements contained in the letter from the representative of Iraq are incorrect and mere allegations, which are repeated from time to time in an attempt to divert the attention of the international community from the Iraqi regime's failure to implement its obligations pursuant to Security Council resolutions.
١ - إن ما جاء في رسالة مندوب العراق هو عار عن الصحة ولا يعدو كونه مزاعم وافتراءات يتم ترديدها من وقت ﻵخر من أجل محاولة صرف انتباه المجتمع الدولي عن عدم تنفيذ النظام العراقي لالتزاماته بموجب قرارات مجلس اﻷمن.

On instructions from my Government and with reference to the letter dated 13 June 1996 from the Permanent representative of Iraq to the United Nations addressed to the Secretary-General (S/1996/438), I should like to state as follows:
بناء على توجيهات من حكومتي، وباﻹشارة إلى رسالة مندوب العراق الدائم الموجهة إلى اﻷمين العام لﻷمم المتحدة والواردة في الوثيقة (S/1996/438) بتاريخ ١٧ حزيران/يونيه ١٩٩٦، أود اﻹفادة باﻵتي:

1. The statements made in the letter of the Permanent representative of Iraq bear no relation whatever to the truth and are merely those same allegations and fabrications that are repeated from time to time (and more frequently in recent days) in an attempt to distract the attention of the international community from Iraq's failure to implement and comply with the resolutions of the Security Council.
١ - إن ما جاء في رسالة مندوب العراق الدائم لا يمت إلى الحقيقة بصلة، بل هو عبارة عن مزاعم وافتراءات يتم ترديدها من وقت ﻵخر ]وقد ازدادت في اﻵونة اﻷخيرة[ من أجل محاولة صرف انتباه المجتمع الدولي عن عدم التزام العراق بتنفيذه لقرارات مجلس اﻷمن.

Mr. Al-Otaibi (Kuwait) (spoke in Arabic): I regret that at this late hour I must exercise my right to reply to the statement of the representative of Iraq, and I shall try to be brief.

On instructions from my Government, I have the honour to refer to the letter dated 11 May 1999 from the Permanent representative of Iraq to the United Nations addressed to you (S/1999/540), in which it is alleged that on 6 and 7 April 1999 Kuwaiti patrols searched several Iraqi craft inside Iraqi territorial waters and confiscated the papers of those on board.
سعادة السيد كوفي عنان المحترم اﻷمين العام لﻷمم المتحدة تحية طيبة وبعد، بناء على تعليمات من حكومتي، وباﻹشارة إلى رسالة مندوب العراق الدائم لدى اﻷمم المتحدة الموجهة لسعادتكم بتاريخ ١٢ أيار/ مايو ١٩٩٩ الواردة في الوثيقة رقم S/1999/540 والتي يدعي فيها قيام دوريات كويتية بتاريخ ٦-٧ نيسان/أبريل ١٩٩٩ بتفتيش عدة لنشات عراقية ومصادرة هويات ملاحيها داخل المياه اﻹقليمية العراقية.

29. Underlining that the situation could present a serious risk to the timely termination of the programme, the Security Council addressed another letter to the Permanent representative of Iraq to the United Nations urging the Government of Iraq to do its utmost, in liaison with the Secretariat, to expedite the processing of the remaining letters of credit in respect of contracts where delivery has been effected (S/2007/661).
29 - أكد مجلس الأمن أن الوضع يمكن أن يؤدي إلى مخاطر كبيرة تعترض سبيل إنهاء البرنامج في حينه، ووجَّهَ رسالة أخرى إلى مندوب العراق الدائم لدى الأمم المتحدة، يحث فيها حكومة العراق على بذل قصارى جهودها، بالاتصال مع الأمانة العامة للأمم المتحدة، للتعجيل بتجهيز خطابات الاعتماد المتعلقة بالعقود التي تم فيها التسليم (S/2007/661).
