II. International policing in the Brcko area

17. In the Brcko area, too, a number of buildings were turned into brothels: the " Vestfalija " restaurant, the " Laser " Company, the " Luka " camp on the Sava River, a camp brothel at Brezovo Polje.

The members of the Council also received a briefing by the Under-Secretary-General for Peacekeeping Operations on planning for the implementation of the police aspects of the final arbitration award for the Brcko area; the political tensions in Republika Srpska following the removal of the President by the High Representative, and the possible impact of developments in Kosovo on the situation in Bosnia and Herzegovina.

5. The decision adopted in Rome on 14 February 1997 by the Arbitral Tribunal for the dispute over the inter-entity boundary in the Brcko area was conveyed to the Security Council in the High Representative’s communication of the same date (S/1997/126).

5. In the days preceding the 14 February 1997 announcement of the award of the Arbitral Tribunal established under annex 2 of the General Framework Agreement for Peace in Bosnia and Herzegovina, tensions rose in the Brcko area.

Subsequently, UNMIBH has been attributed further responsibilities pursuant to Security Council resolutions 1103 (1997) of 31 March 1997 and 1107 (1997) of 16 May 1997, in connection with a decision of the Arbitral Tribunal for the dispute over the entity boundary in the Brcko area and the conclusions of the Peace Implementation Conference.

Noting the decision of 14 February 1997 by the arbitral tribunal on the disputed portion of the Inter-Entity Boundary Line in the Brcko area (S/1997/126), and noting the holding of the Brcko Implementation Conference in Vienna on 7 March 1997,
وإذ يحيط علما بالقرار المؤرخ ١٤ شباط/فبراير ١٩٩٧ الذي أصدرته هيئة التحكيم بشأن الجزء المتنازع عليه من خط الحدود المشترك بين الكيانين في منطقة برتشكو (S/1997/126)، وإذ يلاحظ أن مؤتمر برتشكو التنفيذي قد عقد في فيينا في ٧ آذار/مارس ١٩٩٧،

The parties, that is the Republic of Bosnia and Herzegovina, the Federation of Bosnia and Herzegovina and the Republika Srpska, having failed to reach agreement during negotiations in Dayton on the allocation of entity control in the Brcko area, agreed to binding arbitration of the disputed portion of the inter-entity boundary line in the Brcko area, as provided under article V of annex 2, entitled “Arbitration for the Brcko area”.

In its role of devising and executing a detailed implementation strategy, the Office of the High Representative has established an office and staff in Brcko under the leadership of a Deputy High Representative for Brcko, the Supervisor, whose functions are (a) to supervise implementation of the Peace Agreement throughout the Brcko area for a period of not less than one year and (b) to strengthen local democratic institutions in the same area.

16. Political parties in the Brcko District formed a government without outside intervention late in 2012.

On the political front, discussions focused on the demilitarization of the Brcko District, as required under the terms of the arbitration decision, and the entities were requested to develop an outline agreement for the demilitarization.
