They noted that adherence to human dimension commitments remains to be consolidated in large parts of the CSCE area, and expressed particular concern that civilians continue to be the victims of atrocities in ongoing conflicts in the CSCE area.

1. The purpose of regional arms control measures envisaged in paragraph A.6 of the Programme for Immediate Action of the CSCE Forum for Security Cooperation (FSC) is to strengthen military security and stability in parts of the CSCE area where measures generally applicable to all CSCE participating States are not sufficient.
١ - الغرض من التدابير الاقليمية لتحديد اﻷسلحة المنصوص عليها في الفقرة ألف - ٦ من برنامج الاجراءات الفورية لمنبر التعاون اﻷمني التابع لمؤتمر اﻷمن والتعاون في أوروبا هو تعزيز اﻷمن والاستقرار العسكري في أجزاء من منطقة مؤتمر اﻷمن والتعاون في أوروبا لا تكون فيها التدابير المطبقة عموما على جميع الدول المشاركة في المؤتمر كافية.

13. At the last CSCE Council Meeting, held in Rome on 30 November and 1 December 1993, the Foreign Ministers of the 52 CSCE participating States have affirmed that military security and stability in South Eastern Europe is important for peace and stability in the CSCE area as a whole.
٣١ - وفي الاجتماع اﻷخير لمجلس مؤتمر اﻷمن والتعاون في أوروبا الذي عقد في روما يومي ٣٠ تشرين الثاني/نوفمبر و١ كانون اﻷول/ديسمبر ١٩٩٣، أكد وزراء الخارجية للدول المشتركة في مؤتمر اﻷمن والتعاون في أوروبا البالغ عددها ٥٢ دولة أن اﻷمن والاستقرار العسكري في جنوب شرق أوروبا هام بالنسبة للسلم والاستقرار في منطقة مؤتمر اﻷمن والتعاون في أوروبا ككل.

This cooperation is still in its initial phases, but even at such an early stage it has been put to the test in those zones of conflict which threaten stability in the CSCE region.

We welcome the recent statements by the four nuclear-weapon States in the CSCE region relating to nuclear testing as being consistent with negotiation of a comprehensive nuclear test-ban treaty.
ونحن نرحب بالبيانات الصادرة مؤخرا عن الدول اﻷربع الحائزة لﻷسلحة النووية في منطقة مؤتمر اﻷمن والتعاون في أوروبا فيما يتعلق بالتجارب النووية لاتساقها مع التفاوض على معاهدة شاملة لحظر التجارب النووية.
