Since no global instrument specifically addresses freshwater resources, the African river basin organizations identified the ratification of the 1997 Convention on the Law of the Non-navigational Uses of International Watercourses as an urgent matter, deeming the Convention an important tool for strengthening cooperation and promoting the sustainable management of transboundary waters across more than 50 transboundary rivers in Africa.

By developing a joint vision for the development of international waterways, these regional cooperation initiatives work towards common ownership of the resource, thereby reducing the risk that disputes over water use will escalate into violence.
