It urges the State party to guarantee the independence and autonomy of organizations of persons with disabilities in their participation in, and contributions to, the adoption of legislation, policies and programmes for the implementation and monitoring of the Convention.

19. The Committee recommends that the State party include a specific component for the participation of children with disabilities in its incentives supporting organizations of persons with disabilities, in order to preserve their identity and promote their involvement in protecting their own rights.
19- توصي اللجنة بأن تُدمج الدولة الطرف في الحوافز المقررة لدعم منظمات ذوي الإعاقة عنصراً محدَّداً يستهدف مشاركة الأطفال ذوي الإعاقة من أجل الحفاظ على هويتهم وتشجيعهم على المشاركة في حماية حقوقهم.

11. The Committee is concerned that the organizations of persons with disabilities are not consulted in the design of laws and policies and that the law includes demeaning terminology regarding persons with psychosocial, intellectual or motor impairments.
11- ويساور اللجنة قلق إزاء عدم مشاورة منظمات ذوي الإعاقة في صوغ القوانين والسياسات، وإزاء احتواء التشريعات على تعبيرات تقييدية لحقوق ذوي الإعاقة النفسية الاجتماعية أو الذهنية والحسيّة.

12. The Committee recommends that the State party adopt new legislation specifically defining the obligations contained in the Convention and that the process include the broad participation of organizations of persons with disabilities.
12- توصي اللجنة الدولة الطرف باعتماد قانون جديد يفصّل على وجه التحديد الالتزامات الواردة في الاتفاقية، وتوصيها بتنفيذ هذه العملية بمشاركةٍ واسعة من منظمات ذوي الإعاقة.

22. The Committee recommends that the State party launch public information campaigns on the Convention and its application in the various spheres of life, in conjunction with organizations of persons with disabilities.
22- توصي اللجنة الدولة الطرف بأن تطلق حملات لتوعية الجمهور بشأن الاتفاقية ونطاقها في شتى مناحي الحياة، بمشاركة منظمات ذوي الإعاقة.

25. The Committee is concerned that information regarding plans on prevention, risk mitigation and care of persons with disabilities in emergency situations are not available in accessible formats, and that organizations of persons with disabilities are not assigned a role in such situations.
25- يساور اللجنة قلق بشأن عدم توفر المعلومات المتعلقة بخطط الوقاية وتخفيف الأخطار ورعاية ذوي الإعاقة في حالات الطوارئ بأشكال يسهل الاطلاع عليها، وغياب دور منظمات ذوي الإعاقة في حالات الطوارئ.

The Committee urges the State party to adopt, through consultation with organizations of persons with disabilities, measures for the elimination of barriers to the access of such persons to basic services, drinking water and sanitation in rural and remote areas, and to include the organizations in monitoring their implementation.
وتحث اللجنة الدولة الطرف على اعتماد تدابير من أجل إزالة الحواجز الحائلة دون إمكانية حصول ذوي الإعاقة على الخدمات الأساسية، وكذلك على مياه الشرب وخدمات التصحاح، في المناطق الريفية والمناطق النائية، بالتشاور مع منظمات ذوي الإعاقة وإشراكها في عملية رصد هذه التدابير.

28. The Committee recommends that the State party replace the rules on interdiction based on disability by a decision-making support mechanism that respects the autonomy, will and preferences of the individual, and that it adopt immediate measures, in cooperation with organizations of persons with disabilities, to set up adequate decision-making support services, in keeping with the provisions of the Convention.
28- توصي اللجنة الدولة الطرف بأن تستعيض عن نظام الحجْر على أساس الإعاقة بآلية لدعم عملية اتخاذ القرارات تحترم استقلال الأشخاص وإرادتهم وميولهم، وتعتمد تدابير فورية بمشاركة منظمات ذوي الإعاقة لاستحداث خدمات الدعم المناسبة في عملية اتخاذ القرارات، بما يتماشى مع أحكام الاتفاقية.

66. The Committee calls on the State party to create the conditions for the participation of organizations of persons with disabilities in the design and implementation of projects financed by international aid, and to base its international cooperation programmes on the human rights model contained in the Convention.
66- تدعو اللجنة الدولة الطرف إلى إفساح المجال لمشاركة منظمات ذوي الإعاقة في تصميم وتنفيذ المشاريع المموِّلة من وكالات التعاون الدولي، وإلى إنشاء برامج التعاون الدولي المتعلقة بالإعاقة على أساس نموذج حقوق الإنسان الذي تستند إليه الاتفاقية.
