However, there are plans underway for the Centre to launch a major study on the root causes of terrorism and on practical measures to prevent and counter it, including training.

The key issues contained in the preliminary draft of the Vienna Declaration on Crime and Justice: Meeting the Challenges of the Twenty-First Century (E/1999/30-E/CN.15/1999/12, para. 3), whose final forum will be adopted at the Congress, address the most burning questions in international crime prevention: trafficking in human beings, smuggling migrants and illicit transfers of firearms.

Supports the high priority given to technical cooperation and advisory services in the field of crime prevention and criminal justice, including in the area of prevention and control of transnational organized crime, and stresses the need to enhance the operational activities of the Centre for International Crime Prevention to assist, in particular, developing countries and countries with economies in transition;

Also reaffirms the role of the Centre for International Crime Prevention in providing to Member States, upon request, technical cooperation, advisory services and other forms of assistance in the field of crime prevention and criminal justice, including in the area of prevention and control of organized crime;
