However, it did seem that the Committee was aware of the need for a global and long-term solution since it had concluded in paragraph 29 of its report that it was not by giving preferential treatment to the 22 Member States that the most balanced result would be achieved for the largest number of States but rather by modifying the methodology for the next scale.
