٣ - والفقرة ٥ )أ( من المادة ٢٢ من الاتفاقية تحظر على اللجنة النظر في أية بلاغات يتقدم بها أي فرد ما لم تتحقق من أن المسألة نفسها لم يجر بحثها، ولا يجري بحثها، بموجب أي إجراء من إجراءات التحقيق أو التسوية الدولية.
