The main objective of Environment Statistics is to bring together environmental and socio-economic data in order to provide a better picture of the interaction between human activity and nature and its ultimate effects on human health and welfare.

While the Expert Group deliberates on what scientific theory can best support the conceptual framework, work towards the revision of the Framework and the establishment of a core set of Environment Statistics must start.

16. The Expert Group invited the Statistics Division to initiate the process of revising the 1984 Framework and developing a core set of Environment Statistics.

10. As the extension of its scope to the entire Basic Set of Environment Statistics has significantly increased the resources and time necessary for the preparation of the Manual, it has been decided that the Manual will be published in subsequent volumes whenever a subset of interrelated methodology sheets that constitute a consistent part of the Basic Set are finalized.

15. The Statistical Division carried out an assessment of the correspondence of the Framework for the Development of Environment Statistics and the Basic Set of Environment Statistics with the potential data requirements in environment statistics that might result from the need to measure and monitor sustainable development goals and targets.

(a) Finalization of volume I of the Methodological Manual for the Basic Set of Environment Statistics, based on existing methodological resources and ongoing methodological work in environment statistics;
(أ) وضع الصيغة النهائية للمجلد الأول من الدليل المنهجي للمجموعة الأولية من إحصاءات البيئة استنادا إلى الموارد المنهجية المتاحة والعمل المنهجي الجاري في مجال إحصاءات البيئة؛

(c) Documentation of the correspondence between the Basic Set of Environment Statistics and the indicator lists commonly used by international, intergovernmental, regional and subregional organizations, including the mapping of how those indicators can be derived from the Basic Set;
(ج) توثيق التناظر بين المجموعة الأولية من إحصاءات البيئة وقوائم المؤشرات التي درجت المنظمات الدولية، والحكومية الدولية، والإقليمية، ودون الإقليمية على استخدامها، بما في ذلك تحديد الكيفية التي يمكن بها استخراج تلك المؤشرات من المجموعة الأولية؛

The extensive analysis and assessment of country practices, existing regional and international indicator sets, data requirements created by major international environmental conventions and agreements, and new initiatives on measuring green economy and well-being should continue and feed into the revision of the Framework and should provide the basis for the identification of a core set of Environment Statistics.

The Commission may wish to review and endorse the recommendations regarding (a) the revision of A Framework for the Development of Environment Statistics (United Nations, 1984) to encompass the development of an integrative conceptual framework and (b) the plan to establish a core set of Environment Statistics to guide countries with limited resources and at the early stages of developing their environment statistics systems.
ولعل اللجنة ترغب في استعراض وإقرار التوصيات المتعلقة بما يلي: (أ) تنقيح إطار تطوير إحصاءات البيئة (الأمم المتحدة، 1984) لشمل وضع إطار مفاهيمي تكاملي؛ و (ب) خطة لوضع مجموعة أساسية من إحصاءات البيئة لتوجيه البلدان ذات الموارد المحدودة في المراحل الأولى من تطوير نظمها للإحصاءات البيئية.

14. International organizations or agencies that have programmes focusing on specific areas of Environment Statistics as well as countries with outstanding experience should be associated with the work of the Interagency Working Group as required and feasible and will be invited on an ad hoc basis to join the subgroups set up by the Working Group on a geographic or subject-matter basis.
14 - وينبغي للمنظمات أو الوكالات الدولية التي لها برامج تركز على مجالات محددة من إحصاءات البيئة وكذلك البلدان التي لها تجربة متميزة أن تنضم إلى أعمال الفريق حسب الاقتضاء ومتى كان ذلك ممكنا، وستتم دعوتها على أساس مخصوص للانضمام إلى الأفرقة الفرعية التي ينشئها الفريق العامل على أساس جغرافي أو مواضيعي.

30. The Expert Group Meeting recommended that, as a response to the request by many developing countries, the Statistics Division should also establish a core set of Environment Statistics to provide guidance to countries that have very limited resources and are at the early stages of developing environment statistics, and that are not in a position to implement the SEEA nor intend to do so.
