74. The Committee expressed its concern at the very limited and inconsistent compliance with rule 5.6 of the Regulations and Rules Governing Programme Planning, in particular the absence in many parts of the budget of any recommendations for the deletion of outputs.

23. Emphasizes the need for the Secretariat to continue to improve its programme evaluation capacity, in order to implement fully the Regulations and Rules Governing Programme Planning by, inter alia, strengthening standard evaluation methodologies in accordance with article VII of the Regulations and Rules Governing Programme Planning;
23 - تؤكد على ضرورة أن تواصل الأمانة العامة تحسين قدراتها في مجال تقييم البرامج سعيا إلى التطبيق التام للأنظمة والقواعد التي تحكم تخطيط البرامج وذلك بوسائل منها تعزيز منهجيات التقييم الموحدة وفقا للمادة 7 من الأنظمة والقواعد التي تحكم تخطيط البرامج؛

The budget instructions clearly stated that, in keeping with regulation 4.2 of the Regulations and Rules Governing Programme Planing, objectives are derived from the policy orientation and goals set by the intergovernmental organs.
