69. The Economic and Social Council has reaffirmed the importance of coherent and effectively coordinated responses to humanitarian emergencies, in particular in the transition from relief to rehabilitation, reconstruction and development.
69 - أعاد المجلس الاقتصادي والاجتماعي تأكيد أهمية الاتساق والتنسيق الفعال عند التصدي لحالات الطوارئ الإنسانية، ولا سيما في عملية الانتقال من الإغاثة إلى الإنعاش والتعمير والتنمية.

The Branch will continue its efforts to encourage donor support through informational meetings and post-mission briefings, as well as through the preparation of inter-agency appeals, in cooperation with operational agencies, following major disasters with a view to facilitating the transition from relief to rehabilitation and development.
وسيواصل الفرع جهوده الرامية إلى تشجيع دعم المانحين من خلال الاجتماعات الإعلامية واجتماعات الإحاطة التي تجرى في أعقاب البعثات، وكذلك من خلال إعداد النداءات المشتركة بين الوكالات، بالتعاون مع الوكالات العاملة، في أعقاب الكوارث الكبرى بغية تسهيل الانتقال من الإغاثة إلى الإنعاش والتنمية.

The principal responsibility for the implementation of disaster reduction activities resides with the Inter-agency Secretariat of the International Strategy for Disaster Reduction and the United Nations Development Programme (UNDP), while responsibility for the transition from relief to rehabilitation and development also involves organizations participating in the United Nations Development Group.
وتقع المسؤولية الرئيسية عن تنفيذ أنشطة الحد من الكوارث على عاتق الأمانة المشتركة بين الوكالات للإستراتيجية الدولية للحد من الكوارث وبرنامج الأمم المتحدة الإنمائي، بينما تتحمل أيضا مسؤولية الانتقال من الإغاثة إلى الإنعاش والتنمية منظمات مشاركة في مجموعة الأمم المتحدة الإنمائية.

وإذ تسلم بأن على المجتمع الدولي، عند التصدي للكوارث التي من صنع البشر وللكوارث الطبيعية التي تزداد حجما وتعقيدا، وللحالات المزمنة المتسمة بالجوع وسوء التغذية والفقر، ألا يعتمد على صياغة استجابة عالمية منسقة تنسيقا جيدا في إطار الأمم المتحدة فحسب، بل عليه أن يعتمد أيضا على تعزيز الانتقال السلس من الإغاثة إلى الإنعاش والتعمير والتنمية،

42. Ministers reaffirm that, in order to ensure a smooth transition from relief to rehabilitation and development, emergency assistance must be provided in ways that will be supportive of recovery and long-term development and that emergency measures should be seen as a step towards sustainable development.
42 - ويؤكد الوزراء من جديد أنه، من أجل ضمان الانتقال السلس من الإغاثة إلى الإنعاش والتنمية، لا بد أن تقدَّم المساعدة في حالات الطوارئ بطرق من شأنها دعم الانتعاش والتنمية الطويلة الأجل، وأنه ينبغي النظر إلى التدابير المتخذة في حالات الطوارئ باعتبارها خطوة باتجاه تحقيق التنمية المستدامة.
