9. The provisions of paragraph (2) also require the procuring entity specifying in the notification the duration of the standstill period.

5. The rule requiring the procuring entity to permit all suppliers or contractors that have presented tenders, or their representatives, to be present at the opening of tenders contributes to transparency of the tendering proceedings.
5- كما إنَّ القاعدة التي تقتضي من الجهة المشترية أن تسمح لجميع المورِّدين أو المقاولين الذين قدّموا عطاءات، أو لممثّليهم، بحضور فتح العطاءات، تسهم في تعزيز شفافية إجراءات المناقصة.

4. While it is not intended that the procedure will involve the procuring entity in setting out a full technical description of the subject matter of the procurement, the method is not to be used as an alternative to appropriate preparation for the procurement.
4- وبينما لا يُقصد بهذا الإجراء أن يقتضي من الجهة المشترية صياغة وصف تقني كامل للشيء موضوع الاشتراء، يجب ألاَّ تُستخدم هذه الطريقة بديلاً للتحضير المناسب للاشتراء.

(d) Prior to submitting a tender, a supplier or contractor may request the procuring entity to confirm the acceptability of a proposed issuer of a tender security, or of a proposed confirmer, if required; the procuring entity shall respond promptly to such a request;
)د( يجوز للمورد أو المقاول، قبل أن يقدم العطاء، أن يطلب من الجهة المشترية أن تصدق على مقبولية مصدر مقترح لضمان العطاء أو على مقبولية مصدق مقترح، إذا كان مطلوبا، وعلى الجهة المشترية أن ترد على هذا الطلب على الفور؛

(c) Require the procuring entity that has acted or proceeded in an unlawful manner, or that has reached an unlawful decision, to act or to proceed in a lawful manner or to reach a lawful decision;
)ج( أن تقتضي من الجهة المشترية التي تصرفت أو اتبعت إجراء بطريــقة منافية للقانون، أو التي توصلت إلى قرار مناف للقانون، أن تتصرف أو تتبع إجراء بطريقة مشروعة أو أن تتوصل إلى قرار يتفق مع القانون؛
