The first section describes how the Committee on the Elimination of Racial Discrimination, in the course of its examination of the reports of States parties to the International Convention on the Elimination of All Forms of Racial Discrimination, encourages their implementation of the provisions of the Durban Declaration and Programme of Action.
ويصف القسم الأوّل من التقرير كيف أنّ لجنة القضاء على التمييز العنصري، وفي سياق دراستها للتقارير المقدّمة من الدول الأطراف في الاتفاقية الدولية للقضاء على جميع أشكال التمييز العنصري، تشجّع تطبيق هذه الدول لأحكام إعلان وبرنامج عمل ديربان.

The Committee appreciated the high number (173) of States parties to the International Convention on the Elimination of All Forms of Racial Discrimination and encouraged those States that had not yet done so to ratify or accede to the Convention.
وقالت إن اللجنة تقدِّر العدد الكبير (173) من الدول الأطراف في الاتفاقية الدولية المعنية بالقضاء على جميع أشكال التمييز العنصري، وهي تشجِّع تلك الدول التي لم تفعل ذلك بعد على التصديق على الاتفاقية أو الانضمام إليها.

Expresses its profound concern about the fact that a number of States parties to the International Convention on the Elimination of All Forms of Racial Discrimination have still not fulfilled their financial obligations, as shown in the report of the Secretary-General, and strongly appeals to all States parties that are in arrears to fulfil their outstanding financial obligations under article 8, paragraph 6, of the Convention;
