To call into question the mandate of the Special Committee on decolonization at a time when the United Nations had still not achieved the goals of the International Decade for the Eradication of Colonialism was not only surprising but would have very dangerous consequences.
والتشكيك في ولاية اللجنة الخاصة المعنية بإنهاء الاستعمار في وقت لم تحقق فيه اﻷمم المتحدة بعد اﻷهداف المتوخاة من العقد الدولي للقضاء على الاستعمار لا يبعث فحسب على الدهشة وانما ستكون له أيضا عواقب وخيمة.

However, in view of the need to conduct a critical review of the Committee's work and the need to consider the programme of its future activities in the last year of the International Decade for the Eradication of Colonialism, the Special Committee decided, taking into account its probable workload for 2000, to consider holding its meetings in accordance with the following schedule:
ونظرا للحاجة إلى إجراء استعراض انتقادي لأعمالها والحاجة إلى النظر في أنشطتها المقبلة في السنة الأخيرة من العقد الدولي للقضاء على الاستعمار، قررت اللجنة الخاصة، آخذة في اعتبارها عبء العمل المحتمل في عام 2000، أن تنظر في عقد جلساتها وفق الجدول التالي:

Furthermore, the timing of the Secretary-General's decision, in the final stages of the International Decade for the Eradication of Colonialism, seemed to send the erroneous message that the United Nations was downgrading its commitment to the completion of decolonization.
وباﻹضافة إلى ذلك، فإنه يبدو أن توقيت قرار اﻷمين العام في المراحل النهائية من العقد الدولي للقضاء على الاستعمار ينطوي على ما قد يوحي بأن مفادها أن اﻷمم المتحدة في صدد تخفيض التزامها بإتمام إنهاء الاستعمار وهذا خطأ.

(26) The Seminar requested the Special Committee to organize commemorative activities on the occasion of the fortieth anniversary of the Declaration and the final year of the International Decade for the Eradication of Colonialism.
(26) طلبت الحلقة الدراسية إلى اللجنة الخاصة أن تنظم أنشطة تذكارية بمناسبة الذكرى السنوية الأربعين للإعلان، وحلول السنة الأخيرة من العقد الدولي للقضاء على الاستعمار.

(u) The Seminar requested that the Special Committee organize various activities, within available resources, on the occasion of the fortieth anniversary of the Declaration on the Granting of Independence to Colonial Countries and Peoples and during the last year of the International Decade for the Eradication of Colonialism;
)ش( طلبت الحلقة الدراسية إلى اللجنة الخاصة أن تنظم، في حدود الموارد المتاحة، أنشطة مختلفة بمناسبة الذكرى السنوية اﻷربعين لصدور إعلان منح الاستقلال للبلدان والشعوب المستعمرة، وأثناء السنة اﻷخيرة من العقد الدولي للقضاء على الاستعمار؛

(u) The Seminar requested that the Special Committee organize various activities, within available resources, on the occasion of the fortieth anniversary of the Declaration on the Granting of Independence to Colonial Countries and Peoples and during the last year of the International Decade for the Eradication of Colonialism;

43. As decolonization remains one of the concerns of the General Assembly and taking into account the objective of the International Decade for the Eradication of Colonialism by the Year 2000, the Department continued to emphasize in its activities that, despite major achievements in the process of decolonization, 18 Non-Self-Governing Territories have not yet exercised their right to self-determination.
٤٣ - وﻷن القضاء على الاستعمار ما زال واحدا من اهتمامات الجمعية العامة، ومع مراعاة الهدف المتوخى من العقد الدولي للقضاء على الاستعمار بحلول عام ٢٠٠٠، واصلت الادارة التشديد في أنشطتها على أنه برغم الانجازات الكبرى التي شهدتها عملية القضاء على الاستعمار، فإن هناك ١٨ من اﻷقاليم غير المتمتعة بالحكم الذاتي لم تمارس بعد حقها في تقرير المصير.
