Paragraph 5 of section III of the omnibus decisions, on joint services, requests the Executive Director of UNEP, in consultation with the Director-General of FAO and the joint head of the Basel Convention Secretariat, the Stockholm Convention Secretariat and the UNEP part of the Rotterdam Convention Secretariat:

Expresses regret that the Executive Secretary was not appointed with the urgency requested in paragraph 4 of section II of the omnibus decisions, which makes it difficult to complete the reorganization of the secretariats of the three conventions by 2011, as foreseen in paragraph 5 of section III of the omnibus decisions;

By paragraph 6 of section III of the decisions, the conferences of the parties invited parties and others in a position to do so to provide voluntary funding of $80,000 to defray the cost of integrating the information technology platforms of the three secretariats.

The present report is submitted pursuant to paragraph 5 of section III of General Assembly resolution 56/206 of 21 December 2001, entitled " Strengthening the mandate and status of the Commission of Human Settlements and the status, role and functions of the United Nations Centre for Human Settlements (Habitat) " .

The Executive Director of UNEP, in consultation with the Director-General of FAO and through the executive secretaries of the Basel, Rotterdam and Stockholm conventions, established, on a permanent basis, the joint services for the three conventions called for in paragraph 3 of section III of the omnibus decisions immediately after the simultaneous extraordinary meetings of the conferences of the parties.
5 - وعقب الاجتماعات الاستثنائية المتزامنة لمؤتمرات الأطراف مباشرة، قام المدير التنفيذي لبرنامج البيئة، بالتشاور مع المدير العام لمنظمة الأمم المتحدة للأغذية والزراعة ومن خلال الأمناء التنفيذيين لاتفاقيات بازل وروتردام واستكهولم، بإنشاء الدوائر المشتركة على أساس دائم للاتفاقيات الثلاث، وفقاً لما دعت إليه الفقرة 3 من الفرع ثالثاً من المقررات الجامعة.
