Also encourages such nongovernmental organizations to avail themselves of the technical assistance of the Office of the High Commissioner for Human Rights to assist them to function effectively in the human rights sphere and encourages Governments to support them in accordance with rule 18 of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities;

٦ - وتشمــل اﻷعمــال التحضيرية للسنة الدولية لﻷسرة )١٩٩٤( اصدار نشرة تفسيرية بشأن القاعدة رقم ٩ من القواعد الموحدة بشأن تحقيق تكافؤ الفرص للمصابين بحالات عجز فيما يتعلق بالحياة اﻷسرية والسلامة الشخصية.

A/54/388/Add.1 8. Rule 5 of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities (General Assembly resolution 48/96 of 20 December 1993, annex) considers “accessibility” with reference both to the physical environment and to information and communications services.

2. Decides to renew the mandate of the Special Rapporteur until 31 December 2011 in accordance with the provisions set down in section 4 of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities to further their promotion and monitoring, including the human rights dimensions of disability, and the provisions of the present resolution;

In that connection it might be recalled that chapter IV, " Monitoring mechanism " , of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities, adopted by the General Assembly in its resolution 48/96, refers to the establishment of a panel of experts from among international organizations of persons with disabilities to be consulted by the Special Rapporteur for the Rules and when appropriate the Secretariat.
ويجدر باﻹشارة في هذا السياق أن الفصل الرابع " آلية الرصد " من القواعد الموحدة بشأن تحقيق تكافؤ الفرص للمصابين بحالات عجز، التي اعتمدتها الجمعية العامة في قرارها ٤٨/٩٦، يشير الى إنشاء فريق من الشخصيات البارزة من بين المنظمات الدولية للمعوقين يستشيرهم المقرر الخاص للقواعد الموحدة، وكذلك اﻷمانة العامة عند الاقتضاء.

The themes are important from the disability perspective since health is a precondition for equal participation of persons with disabilities, as presented in rules 2 (Medical care), 3 (Rehabilitation) and 4 (Support services) of the Standard Rules on the Equalization of Opportunities for Persons with Disabilities (resolution 48/96, annex), and education is a target area for equal participation (rule 6).
