On that occasion, recommendations had been adopted with a view to improving the working methods of JIU, and Member States proposing candidates for membership in the Unit had been urged to adhere strictly to the relevant provisions of the Statute of JIU.

94. Article 1, paragraph 2, of the Joint Inspection Unit statute provides that

The Government of Japan accordingly would like to propose Ambassador Tadanori Inomata as the candidate for JIU, as we believe he is superbly qualified for the position in article 2, paragraph 1, of the JIU statute.

It was important to clarify that the secretariat of each participating organization was permanently mandated by article 11.4 of the JIU statute, as well as by General Assembly resolution 54/16, to transmit any report or recommendation to its legislative body for action and to organize its discussion.
ويجدر بالإشارة أن أمانة كل منظمة مشاركة مطالبة بشكل دائم، بمقتضى المادة 11-4 من النظام الأساسي لوحدة التفتيش المشتركة وبموجب قرار الجمعية العامة 54/16، بأن تحيل أية تقارير أو توصيات إلى هيئتها التشريعية من أجل اتخاذ إجراءات بشأنها وأن تجري مناقشات تتناول تلك التقارير أو التوصيات.

39. The Group recalled that the General Assembly, in its resolution 63/272, had requested the Secretary-General to expedite the appointment of the Executive Secretary of the Joint Inspection Unit after consultation with the Unit and the Chief Executives Board, in full accordance with article 19 of the JIU statute and the relevant General Assembly resolutions.
39 - وتذكر المجموعة أن الجمعية العامة قد طلبت إلى الأمين العام، في قرارها 63/272، التعجيل بتعيين الأمين التنفيذي لوحدة التفتيش المشتركة بعد التشاور مع الوحدة ومع مجلس الرؤساء التنفيذيين، بما يتماشى تماما مع المادة 19 من النظام الأساسي لوحدة التفتيش المشتركة وقرارات الجمعية العامة ذات الصلة.

The comments of the Secretary-General on the report of the Joint Inspection Unit (JIU) on the management audit review of outsourcing in the United Nations and United Nations funds and programmes is being submitted to the General Assembly pursuant to article 11, section 4 (d) of the JIU statute.

Article 5 of the JIU statute states that the Unit is to " provide an independent view through inspection and evaluation aimed at improving management and methods and at achieving greater coordination between organizations " .

Although the present JIU report had been transmitted to the Secretariat in September 2006, the General Assembly had not received it until March 2007 and had faced a further wait, until February 2008, for the Secretary-General's related comments (A/62/704). That was not in consonance with article 11 of the Statute of JIU regarding distribution of JIU reports and comments thereon.

In its resolution 59/267, the General Assembly reaffirmed paragraph 2 of article 11 of the statute of the Unit and invited the Committee, in performing its programmatic, coordination, monitoring and evaluation functions, as contained in its mandate, to consider relevant reports of the Joint Inspection Unit.
وأكدت الجمعية العامة من جديد، في قرارها 59/267، أحكام الفقرة 2 من المادة 11 من النظام الأساسي لوحدة التفتيش المشتركة ودعت اللجنة إلى النظر في التقارير ذات الصلة المقدمة من الوحدة وذلك في إطار أداء اللجنة لوظائف البرمجة والتنسيق والرصد والتقييم على النحو الوارد في ولايتها.
