8.3 The Committee recalls that under article 9, paragraph 1, of the Covenant everyone has the right to liberty and security of person, and no one shall be deprived of his or her liberty except on such grounds and in accordance with such procedures as are established by law.
8-3 وتذكّر اللجنة بأن الفقرة 1 من المادة 9 تكفل لكل فرد الحق في الحرية على شخصه، وتشير إلى أنه لا يجوز حرمان أحد من حريته إلا لأسباب ينص عليها القانون وطبقاً للإجراء المقرر فيه.

16. It is prohibited under the Constitution to subject anyone to arbitrary arrest or detention and no one is to be deprived of his or her liberty except on such grounds and in accordance with such procedures as are established by law.

10. The Working Group observes that this is a case in which no possible legal basis can be found to justify Farhan alZu'bi's long detention, which is in serious contravention of the principle that no one shall be subjected to arbitrary detention and no one shall be deprived of liberty except on such grounds and in accordance with such procedures as are established by law.
10- ويلاحظ الفريق العامل أن هذه القضية التي لا تستند إلى أي أساس قانوني يبرر الاعتقال الطويل الأمد للسيد فرحان الزعبي، إنما هي انتهاك خطير لمبدأ عدم تعريض أي فرد للاحتجاز التعسفي ولا للحرمان من حريته إلا على أساس قانوني وفقاً للإجراءات التي يحددها القانون.
