Pursuant to paragraph 9 of Conference resolution 2/1, the Government of Austria would like to propose the following:

The selection of the States parties to be reviewed was carried out pursuant to paragraph 3 of Conference resolution 3/1 and paragraph 14 of the terms of reference of the Review Mechanism.
32- اختيرت الدول الأطراف التي سيجري استعراضها عملا بالفقرة 3 من قرار المؤتمر 3/1 والفقرة 14 من الإطار المرجعي لآلية الاستعراض.

The selection of the reviewing States parties was carried out pursuant to paragraph 3 of Conference resolution 3/1 and paragraphs 18-21 of the terms of reference of the Review Mechanism.
36- وجرى اختيار الدول الأطراف المستعرِضة عملا بالفقرة 3 من قرار المؤتمر 3/1 والفقرات 18 إلى 21 من الإطار المرجعي لآلية الاستعراض.

Pursuant to the request of the Working Group and within the context of implementation of paragraphs 5 and 6 of Conference resolution 3/3, the Secretariat prepared a background paper on existing networks of focal points for consideration by the Working Group.
وبناءً على طلب الفريق العامل وفي سياق تنفيذ الفقرتين 5 و6 من قرار المؤتمر 3/3، أعدّت الأمانة ورقة معلومات خلفية عن شبكات جهات الوصل الموجودة لكي ينظر فيها الفريق العامل.

It also provided additional materials, including relevant documents from the ad hoc working group of the United Nations legal advisers on fraud and corruption, the Office of the United Nations Ombudsman and the United Nations Ethics Office, as well as material received from CEB members in response to an earlier invitation to comment on their positions regarding Conference resolution 1/5.

Pursuant to Conference resolution 2/1, paragraph 3 (b), the mechanism should take into account a balanced geographical approach.
113- وعملا بالفقرة 3 (ب) من قرار المؤتمر 2/1، ينبغي أن تأخذ الآلية في الحسبان اتباع نهج جغرافي متوازن.

At the first session of the Implementation Review Group, the selection of the States parties to be reviewed was carried out pursuant to paragraph 3 of Conference resolution 3/1 and paragraph 14 of the terms of reference of the Review Mechanism.

Pursuant to paragraphs 12 to 14 of Conference resolution 3/1, the Implementation Review Group considered the resource requirements of the Review Mechanism at its first session.
51- ووفقاً للفقرات من 12 إلى 14 من قرار المؤتمر 3/1، نظر فريقُ استعراض التنفيذ، في دورته الأولى، في الاحتياجات من الموارد اللازمة لآلية الاستعراض.

Pursuant to paragraph 9 of Conference resolution 2/1, the entire process should be supported by a well-resourced secretariat (Austria).
268- عملا بالفقرة 9 من قرار المؤتمر 2/1، ينبغي أن تتلقّى العملية بأكملها الدعم من أمانة مزوّدة جيدا بكل الموارد اللازمة (النمسا).

363. The General Assembly, in its resolution 31/159 of 21 December 1976, affirmed, in the context of section I of Conference resolution 90 (IV) of 30 May 1976, that:
363 - وفي إطار الجزء أولا من قرار المؤتمر 90 (د-4) المؤرخ 30 أيار/مايو 1976، أكدت الجمعية العامة، في قرارها 31/159 المؤرخ 21 كانون الأول/ديسمبر 1976، أنه:

In accordance with rule 1 of Conference resolution 4/5, entitled " Participation of signatories, non-signatories, entities and intergovernmental organizations in the work of the Implementation Review Group " , the Conference decided that States signatories should be entitled to participate in the Implementation Review Group.
7- ووفقاً للقاعدة 1 من قرار المؤتمر 4/5، المعنون " مشاركة الكيانات الموقِّعة وغير الموقِّعة والهيئات والمنظمات الحكومية الدولية في أعمال فريق استعراض التنفيذ " ، قرَّر المؤتمر أنه يحقُّ للدول الموقِّعة أن تشارك في فريق استعراض التنفيذ.

It was noted that the paper had been prepared in accordance with article 13, paragraph 1 (c), of the Convention and paragraphs 16 and 19 of Conference resolution 3/2 on measures to prevent corruption.
وأُشير إلى أن هذه الورقة قد أُعدت وفقا للفقرة 1 (ج) من المادة 13 من الاتفاقية والفقرتين 16 و19 من قرار المؤتمر 3/2 بشأن تدابير منع الفساد.

For its consideration of agenda item 4, the Group had before it a note by the Secretary-General on the resource requirements for the functioning of the Review Mechanism for the bienniums 2010-2011 and 2012-2013 (CAC/COSP/IRG/2010/5), prepared pursuant to paragraphs 13 and 15 of Conference resolution 3/1.
45- كان معروضا على الفريق، أثناء نظره في البند 4 من جدول الأعمال، مذكرة من الأمانة عن الاحتياجات من الموارد اللازمة لتشغيل آلية الاستعراض لفترتي السنتين 2010-2011 و2012-2013 (CAC/COSP/IRG/2010/5) التي أُعدت وفقا للفقرتين 13 و15 من قرار المؤتمر 3/1.

Pursuant to paragraph 9 of Conference resolution 2/1: (a) focal points with a strong expertise in anti-corruption matters should be appointed by national anticorruption authorities; and (b) a self-assessment checklist or questionnaire should be used as an initial step for gathering information on legislation and general policies.
156- عملا بالفقرة 9 من قرار المؤتمر 2/1: (أ) ينبغي أن تعيّن السلطات الوطنية لمكافحة الفساد جهات وصل محورية لديها خبرة واسعة في شؤون مكافحة الفساد؛ (ب) ينبغي أن تُستخدَم قائمة مرجعية للتقييم الذاتي أو استبيان كخطوة أولية لجمع المعلومات عن التشريعات والسياسات العامة.

In accordance with rule 3 of Conference resolution 4/5, the Conference decided that non-signatory States would be invited to attend the deliberations of the Implementation Review Group provided that they had notified the Group, through the secretariat, of their intention or decision to ratify, accept, approve or accede to the Convention, in accordance with article 67, paragraphs 3 and 4, of the Convention.
9- ووفقاً للقاعدة 3 من قرار المؤتمر 4/5، قرَّر المؤتمر أن تُدعى الدول غير الموقِّعة إلى حضور مداولات فريق استعراض التنفيذ، شريطة أن تكون الدول المعنية قد أبلغت الفريق، عن طريق الأمانة، باعتزامها أو بقرارها التصديق على الاتفاقية أو قبولها أو إقرارها أو الانضمام إليها، وفقاً للفقرتين 3 و4 من المادة 67 من الاتفاقية.

In accordance with rule 2 of Conference resolution 4/5, intergovernmental organizations, Secretariat units, United Nations bodies, funds and programmes, institutes of the United Nations crime prevention and criminal justice programme network, specialized agencies and other organizations of the United Nations system could be invited to participate in the sessions of the Implementation Review Group.
19- ووفقا للقاعدة 2 من قرار المؤتمر 4/5، يمكن توجيه الدعوة للمشاركة في دورات فريق استعراض التنفيذ إلى المنظمات الحكومية الدولية ووحدات الأمانة العامة، وهيئات الأمم المتحدة وصناديقها وبرامجها، ومعاهد شبكة برنامج الأمم المتحدة لمنع الجريمة والعدالة الجنائية، والوكالات المتخصّصة والمؤسسات الأخرى التابعة لمنظومة الأمم المتحدة.

In accordance with rule 3 of Conference resolution 4/5, the Conference decided that non-signatory States would be invited to attend the deliberations of the Implementation Review Group provided that such a State had notified the Group, through the secretariat, of its intention or decision to ratify, accept, approve or accede to the Convention, in accordance with article 67, paragraphs 3 and 4, of the Convention.
9- ووفقاً للقاعدة 3 من قرار المؤتمر 4/5، قرَّر المؤتمر أن تُدعى الدول غير الموقِّعة إلى حضور مداولات فريق استعراض التنفيذ، شريطة أن تكون الدول المعنية قد أخطرت الفريق، عن طريق الأمانة، باعتزامها أو بقرارها التصديق على الاتفاقية أو قبولها أو الموافقة عليها أو الانضمام إليها، وفقاً للفقرتين 3 و4 من المادة 67 من الاتفاقية.

Pursuant to Conference resolution 1/1, paragraph 2 (b), the review mechanism should not produce any form of ranking.
125- ينبغي، وفقا للفقرة 2 (ب) من قرار المؤتمر 1/1، ألا تفضي آلية الاستعراض إلى أي شكل من أشكال الترتيب.
