Earlier, in its resolution 1652 (2006), the Council expressed its intention to review the tasks and the troop level of UNOCI when it considers the present report on UNMIL, taking into account the situation in both Côte d'Ivoire and Liberia.

26. National authorities in both Côte d'Ivoire and Liberia have limited capacity to control effectively the movement of people and goods and address security challenges along the border, which stretches over more than 700 km and is often inaccessible as a result of poor roads, dense vegetation and river banks, and most crossings take place through unofficial entry points.

In addition, in keeping with Council resolution 2062 (2012), in which the Council endorsed with immediate effect my recommendation to transfer the three armed helicopters deployed in UNMIL to UNOCI, to be used in both Côte d'Ivoire and Liberia along and across the border, the two missions continued to develop a specific inter-mission cooperation agreement for those helicopters.

As noted above, in his special report to the Security Council on UNOCI, the Secretary-General recommends that three armed helicopters, presently deployed in UNMIL, be transferred to UNOCI and that, although based in Côte d'Ivoire, the helicopters could be used in both Côte d'Ivoire and Liberia under a specific inter-mission cooperation arrangement (S/2012/186, para. 63).
