4. In any event, it cannot be denied that the provisions of the Covenant should be interpreted in the light of the object and purpose of that Treaty.

2. Each State Party shall, in exercising its national sovereignty, have the right to withdraw from this Treaty.
2 - لكل دولة طرف، في إطار ممارستها لسيادتها الوطنية، الحق في الانسحاب من هذه المعاهدة.

The purpose of this Treaty is modernization of the protection of copyright as provided in the Berne Convention, taking into account the technological progress in the information society.
والغرض من هذه المعاهدة هو تحديث حماية حقوق النشر والتأليف على نحو ما نصت عليه اتفاقية برن مع مراعاة التقدم التكنولوجي الذي يشهده مجتمع المعلومات.

Any State may at the time of its ratification, acceptance, approval or accession, declare that it will apply provisionally articles 3 and 4 of this Treaty pending its entry into force for that State.
يجوز لأي دولة أن تعلن، عند تصديقها أو قبولها أو موافقتها أو انضمامها، أنها ستطبق مؤقتا المادتين 3 و 4 من هذه المعاهدة ريثما تدخل المعاهدة حيز النفاذ بالنسبة لتلك الدولة.

٣- يُرسل الوديع نسخا مصدقا عليها حسب الاصول من هذه المعاهدة إلى حكومات الدول الموقعة والمنضمة.

5. The Conference may also be convened in the form of an Amendment Conference, in accordance with Article ___ of this Treaty.
٥- يدعى المؤتمر أيضا إلى الانعقاد في شكل مؤتمر تعديل وفقا للمادة ـــ من هذه المعاهدة.

" 3. The Depositary shall send duly certified copies of this Treaty to the Governments of the signatory and acceding States.

Ensure that no individual State or group of States shall take advantage of this Treaty to obtain undue commercial, political or strategic advantages over the others.

The Peace Treaty of Tartu was signed on 2 February 1920. Article 2 of the Treaty states in part that:
ووقعــت معاهـدة تارتــو للسلــم بتاريـخ ٢ شباط/فبراير ١٩٢٠ وتنص المادة ٢ من هذه المعاهدة فيما تنص عليه على ما يلي:

Each article of the Treaty is binding on the respective State parties at all times and in all circumstances.
7- تكون كل مادة من هذه المعاهدة ملزمة للدول الأطراف المعنية في جميع الأوقات وفي ظلّ أية ظروف.

It is ridiculous that the United States talks about NPT compliance by the DPRK because the DPRK is free from the obligations of the NPT with its withdrawal from the Treaty.
إن من السخرية أن تتحدث الولايات المتحدة عن امتثال جمهورية كوريا الشعبية الديمقراطية لمعاهدة عدم انتشار الأسلحة النووية، لأن جمهورية كوريا الشعبية الديمقراطية في حل من هذه المعاهدة بعد أن انسحبت منها.

Obviously, it was unacceptable that a State could accede to a normative treaty and, at the same time, make reservations to nullify central provisions of that Treaty.
والجلي أنه من غير المقبول أن يكون بإمكان الدولة الامتثال لمعاهدة شارعة وشل عمل أحكام أساسية من هذه المعاهدة عن طريق استخدام التحفظات.

However, the United States has concluded that effective verification of such a treaty is not realistically achievable.
إلا أن الولايات المتحدة توصلت إلى أن التحقق الفعال من هذه المعاهدة لا يمكن انجازه واقعيا.

The transition to the single monetary unit (currency) shall take place in accordance with article 22 of the present Treaty.
ويتم الانتقال إلى العملة النقدية الموحدة بما يتمشى وأحكام المادة ٢٢ من هذه المعاهدة.

A Party may withdraw from the present Treaty only after the expiration of a period of NUMBER years from the date of its entry into force for the Party in question.
لا يجوز لأي طرف أن ينسحب من هذه المعاهدة إلا بعد انقضاء عدد من السنوات من تاريخ بدء نفاذ المعاهدة بالنسبة للطرف المعني.

Israel also attaches great importance to the attitude of its regional neighbours to the Treaty.
