The most prominent framework is the broad-based effort to implement Agenda 21,1 the programme of action adopted by the United Nations Conference on Environment and Development in 1992 and, in particular, its chapter 18, " Protection of the quality and supply of freshwater resources: application of integrated approaches to the development, management and use of water resources " .
وأهم إطار عمل لذلك هو الجهد العريض القاعدة الرامي إلى تنفيذ جدول أعمال القرن 21(1) وبرنامج العمل الذي اعتمده مؤتمر الأمم المتحدة المعني بالبيئة والتنمية في عام 1992، ولا سيما الفصل 18، " حماية نوعية موارد المياه العذبة وإمداداتها: تطبيق نُهُج متكاملة على تنمية موارد المياه وإدارتها واستخدامها " .

The importance of such an obligation for the present subject is confirmed by the United Nations Water Conference in Mar del Plata Action Plan in 1977 and Chapter 18, Protection of the Quality and supply of freshwater resources; Application of Integrated Approaches to the Development, Management and Use of Water Resources of Agenda 21 of the United Nations Conference on Environment and Development (1992).
كما أن أهمية هذا الالتزام بالنسبة للموضوع الحالي قد أكدّها مؤتمر الأمم المتحدة المعني بالمياه في خطة عمل مار دل بلاتا لعام 1977، والفصل 18 المعنون " حماية نوعية موارد المياه العذبة وإمداداتها: تطبيق نُهج متكاملة على تنمية موارد المياه وإدارتها واستخدامها " الوارد في جدول أعمال القرن 21 الذي اعتمده مؤتمر الأمم المتحدة المعني بالبيئة والتنمية (1992).

Chapter 18, Protection of the Quality and Supply of Freshwater Resources: Application of Integrated Approaches to the Development, Management and Use of Water Resources (1992) of the Agenda 21 suggests that all States should implement " Mandatory environmental impact assessment of all major water resource development projects potentially impairing water quality and aquatic ecosystems. "
وقد جاء في الفصل 18 المعنون " حماية نوعية موارد المياه العذبة وإمداداتها: تطبيق نُهج متكاملة على تنمية الموارد المائية وإدارتها واستخدامها " (1992) ضمن جدول أعمال القرن 21 أنه ينبغي لجميع الدول " إجراء تقييم إلزامي للآثار البيئية يشمل جميع مشاريع تنمية الموارد المائية التي يحتمل أن تؤدي إلى إضعاف نوعية المياه والنظم الإيكولوجية المائية " .
