With the payment of mobility and hardship allowance, mission staff, who are among the most mobile and endure the greatest hardship conditions, will finally be recognized and compensated for the difficult conditions under which they serve.

31. With regard to ethical conduct, the European Union considered that the more stringent rules on financial disclosure should apply to all OIOS and Procurement Service staff and to any Department of Management and mission staff who dealt with financial decisions, including staff members below the D-1 level.
