The Advisory Committee recalls that this particular proposal was made in response to the recommendation of the Staff-Management Coordination Committee that the Organization has an obligation to offer both greater job security for the duration of a mission and end-of-employment termination benefits that will enable locally recruited mission staff to be gainfully employed, or self-employed, when a mission withdraws (see A/62/274, para. 47).
