States members of the Subcommission should strengthen their political commitment to implement drug abuse prevention policies and strategies effectively and to continue their drug demand reduction programmes, paying attention to early intervention, rehabilitation and social reintegration of drug users, in order to prevent the transmission of HIV/AIDS and other blood-borne diseases in the context of drug abuse.
