4. On 2 March 2009, by its decision 63/417, the General Assembly, on the basis of the recommendations of the Internal Justice Council (see A/63/489), appointed the following persons as full-time judges of the Dispute Tribunal: Mr. Memooda Ebrahim-Carstens (Botswana), Mr. Thomas Laker (Germany) and Mr. Vinod Boolell (Mauritius).

The vacancies for the full-time judge and the half-time judge will occur owing to the conclusion of the respective three-year terms of the incumbents, Judge Memooda Ebrahim-Carstens (full-time) and Judge Goolam Hoosen Kader Meeran (half-time), on 30 June 2012.

Accordingly, three-year terms of office were determined for one full-time judge of the Dispute Tribunal (Memooda Ebrahim-Carstens (Botswana)), one half-time judge of the Dispute Tribunal (Goolam Hoosen Kader Meeran (United Kingdom of Great Britain and Northern Ireland)) and three judges of the Appeals Tribunal (Jean Courtial (France), Kamaljit Singh Garewal (India) and Mark P. Painter (United States of America)).

The following three candidates have therefore obtained the required majority and the largest number of votes and are duly appointed full-time judges of the United Nations Dispute Tribunal, to serve for a seven-year term commencing on 1 July 2009: Mr. Thomas Laker of Germany, Mr. Vinod Boolell of Mauritius and Ms. Memooda Ebrahim-Carstens of Botswana.

The Acting President: Having been drawn by lots, Mr. Goolam Hoosen Kader Meeran of the United Kingdom of Great Britain and Northern Ireland and Ms. Memooda Ebrahim-Carstens of Botswana will serve as full-time and half-time judges, respectively, on the United Nations Dispute Tribunal for a term of three years beginning on 1 July 2009.

4. The judges recall that in a letter dated 7 October 2011 (A/66/507) addressed to the President of the General Assembly by Judge Memooda Ebrahim-Carstens, in her capacity as President of the Dispute Tribunal, they expressed the view that such complaints should be reviewed by a panel consisting of the President and two judges of the Dispute Tribunal.
4 - ويود القضاة أن يشيروا إلى أنه سبق لهم، في رسالة مؤرخة 7 تشرين الأول/أكتوبر 211 (A/66/507) وجّهتها إلى رئيس الجمعية العامة القاضية ميمودا إبراهيم - كارستنـز بصفتها رئيسة محكمة الأمم المتحدة للمنازعات، الإعراب عن رأي مؤداه أن النظر في مثل هذه الشكاوى ينبغي أن يجريه فريق مؤلف من رئيس محكمة المنازعات واثنين من قضاتها.
