In the Commission on Human Rights it had submitted an alternative text for the protocol which would have enabled the existing Committee against Torture to make voluntary visits to States parties as follow-up to their reports.

The ILO has had the opportunity to submit alternative language with respect to these two paragraphs which described more faithfully the state of law and practice in most countries, but none of its suggested wording seems to have been retained.
