However, that system remains far from universal, especially in the region of the Middle East, where all States except Israel have joined the safeguards regime, pointing to an ever more urgent need for intensified international efforts aimed at the application of the IAEA comprehensive safeguards regime in all States of the region, without exception.

Such attempts could upset the balance of the Treaty or, eventually, reorient the activities of IAEA, transforming it into an obstacle to the transfer of nuclear technology and reducing the value of the comprehensive safeguards system, rather than sharing the benefits under such a system.

The Arab States, which support the efforts of IAEA and affirm the importance of maintaining its effectiveness and credibility, support on principle the strengthening of the comprehensive safeguards regime, the aim of which is to verify that States parties are not using nuclear materials or techniques for military purposes.

In this framework the Middle East is one of the regions most deeply involved because of the refusal of certain parties to accede to the NPT and to place their nuclear installations under the full-scope safeguards regime of the International Atomic Energy Agency (IAEA) and despite the many appeals of other States in the region, as well as the appeals of the General Assembly in its numerous resolutions on this issue.
وفي هذا الإطار، يشكل الشرق الأوسط واحدة من أكثر المناطق التي يهمها ذلك بسبب رفض أطراف معينين الانضمام إلى معاهدة عدم الانتشار، ووضع منشآتهم النووية تحت نظام الضمانات الشاملة للوكالة الدولية للطاقة الذرية، على الرغم من النداءات العديدة التي وجهتها دول أخرى في المنطقة، فضلا عن النداءات التي وجهتها الجمعية العامة في قراراتها العديدة بشأن هذه المسألة.

In this regard, Egypt strongly urges all countries of the region to accede to the Treaty on the Non-Proliferation of Nuclear Weapons and accept the application of the safeguards regime of the International Atomic Energy Agency. This, if it takes place, will be a major step towards peace and reconciliation in the Middle East that would safeguard against any setbacks in future regional relations.
وإعمالا لذلك تدعو مصر بكل اصرار الى الانضمام اﻹقليمي الكامل الى معاهدة عدم اﻹنتشار النووي، وقبول تطبيق نظام الضمانات الشاملة للوكالة الدولية للطاقة الذرية، اﻷمر الذي إن تم سيشكل خطوة رئيسية تدفع بجهود السلام والمصالحة في الشرق اﻷوسط الى آفاق جديدة، وتمنع حدوث انتكاسات في العلاقات اﻹقليمية في المستقبل.

To affirm the need for the 2010 Review Conference to arrive at a practical plan to make the NPT universal by the immediate accession thereto of non-States Parties as non-nuclear States, without qualification or condition, placing all their nuclear facilities and programmes under the system of comprehensive safeguards of the International Atomic Energy Agency (IAEA);
8 - ضرورة توصل مؤتمر الاستعراض لعام 2010 إلى خطة عمل عملية لتحقيق عالمية معاهدة عدم انتشار الأسلحة النووية، من خلال انضمام الدول غير الأطراف إلى المعاهدة فورا كدول غير نووية دون قيد أو شرط، ووضع جميع منشآتها وبرامجها النووية تحت نظام الضمانات الشاملة التابع للوكالة الدولية للطاقة الذرية؛

It is in this light that the Coalition urges the international community to strengthen its efforts to achieve universal adherence to the NPT and calls upon India, Israel and Pakistan to accede to the Treaty as non-nuclear-weapon States and to place their facilities under the comprehensive safeguards of the International Atomic Energy Agency (IAEA).
من هذا المنطلق، يحث الائتلاف المجتمع الدولي على تدعيم جهوده لتحقيق الامتثال العالمي لمعاهدة عدم انتشار الأسلحة النووية، ويطالب الهند وإسرائيل وباكستان بالانضمام إلى تلك المعاهدة، بوصفها دولا خالية من الأسلحة النووية، ووضع منشآتها تحت نظام الضمانات الشاملة للوكالة الدولية للطاقة الذرية.
