1. Parties at the eighth session of the Conference of the Parties (COP 8) decided that an independent mid-term evaluation of the 10-year strategic plan and framework to enhance the implementation of the Convention (The Strategy) should be undertaken by the COP, based on the performance monitoring system, six years after the adoption of The Strategy, that is, at the eleventh session of the COP (COP 11) in 2013.
