Recalls that, by virtue of article 12, paragraph 3, of the Rome Statute, if the acceptance of a State which is not a party to the Rome Statute is required under article 12, paragraph 2, of the Rome Statute, that State may, by declaration lodged with the Registrar of the International Criminal Court, accept the exercise of jurisdiction by the Court with respect to the crime in question;

31. In view of the enormous task of establishing the International Criminal Court, his country appealed to the signatory States that had not ratified the Rome Statute to do so in the near future in order to ensure the universality of the Court and urged States that had ratified it to adopt substantive implementing legislation.

The United Nations takes note of paragraph 2 of article 119 of the Rome Statute, which provides that the Assembly of States Parties to the Rome Statute may make recommendations on means of settlement of a dispute relating to the interpretation or application of the Rome Statute, including referral to the International Court of Justice in conformity with its Statute.
