The Rotterdam Convention is still in its early stages of implementation and some of the issues considered by the Conference of the Parties at its first two meetings concerned the operational arrangements of the Convention, such as the rules of procedure; secretariat arrangements; non-compliance; settlement of disputes; financial mechanism and the Chemicals Review Committee.
