Countries are different, and trade facilitation and development strategies need to be tailored to the specificities of, for example, land-locked, least developed and small island developing States.

(b) Support, where appropriate, developing countries, in particular the least developed and small island developing States, and countries with economies in transition in the implementation of laws and practices that enhance the use of incentives for the conservation and sustainable management and use of forests, and disincentives for unsustainable use of forests;

This provision shall not apply to Least developed countries and small island developing States, which may report at their discretion or through the national communication process pursuant to Article 12 of the Convention.
