40. Mr. Baghaei Hamaneh (Islamic Republic of Iran) said that, in dealing with the topic of reservations to treaties, it was imperative for the Commission not to alter the flexible regime established in the 1969 and 1986 Vienna Conventions.

5. Mr. Baghaei Hamaneh (Islamic Republic of Iran) said that his delegation continued to support the work of the Special Committee, which had made important contributions to the promotion of the purposes and principles of the Charter of the United Nations.

13. Mr. Baghaei Hamaneh (Islamic Republic of Iran), speaking on behalf of the Movement of NonAligned Countries, said that it was crucial to maintain a balance between the national and international dimensions of the rule of law.

14. In reply to a query by Mr. Baghaei Hamaneh (Islamic Republic of Iran), he explained that the " relevant observers " referred to in paragraph 4 of the text would include all observers accepted by the General Assembly.

Mr. Baghaei Hamaneh (Islamic Republic of Iran) said that the granting or withdrawal of nationality was in principle a sovereign right of States, to be decided in accordance with the domestic laws and regulations of each State, including its international obligations incorporated in its national law.

Mr. Hamaneh (Islamic Republic of Iran) said that, while recognizing the merits of the draft articles, his delegation did not for the time being consider it advisable to use them as a basis for the elaboration of a convention, particularly since they contained many elements that constituted a progressive development of international law and were therefore a source of divergent opinions among States.

Mr. Baghaei Hamaneh (Islamic Republic of Iran), having acknowledged the Commission's contributions to the progressive harmonization and unification of international trade law, called on the Commission to intensify its efforts concerning the provision of technical assistance and the dissemination of expertise.

Mr. Baghaei Hamaneh (Islamic Republic of Iran): The Islamic Republic of Iran would like to reaffirm its firm commitment to and high respect for the principles of the pacific settlement of disputes and the rule of law at the international level, as embodied in the United Nations Charter.

Mr. Baghaei Hamaneh (Islamic Republic of Iran) said that his country, which had suffered heavily from the effects of military aggression, fully recognized the indispensable role of international humanitarian law and, in particular, the provisions of the four Geneva Conventions in minimizing the negative impact of armed conflicts.

80. Mr. Baghaei Hamaneh (Islamic Republic of Iran) expressed concern at the lack of progress made with regard to volume III of Supplements Nos. 7 to 10 of the Repertory and enquired as to the Secretariat's plans to address that backlog.

Mr. Baghaei Hamaneh (Islamic Republic of Iran) said that his delegation attached great importance to the work of the Committee on Relations with the Host Country, because it provided a useful forum for the Member States to express their concerns and exchange views with regard to the efficient operation of diplomatic missions accredited to the United Nations in the light of the host country's obligations.
