33. Mr. Hammarberg said that the Lebanese Government painted a very positive picture of the situation in Lebanon, but NGOs and other witnesses painted a very different one.
٣٣- السيد هامربيرغ قال إن الحكومة اللبنانية ترسم صورة إيجابية جداً للحالة في لبنان لكن المنظمات غير الحكومية وشهوداً آخرين يرسمون صورة مختلفة جداً.

28. Mr. Hammarberg said that although the representative of Lebanon had been correct to point out that article 32 of the Convention did not specify the minimum age for children to enter employment, it did pointedly refer to the " relevant provisions of other international instruments " , which surely referred to instruments such as ILO Convention No. 138.
٢٨- السيد هامربيرغ أيﱠد صحة ما ذكره ممثل لبنان من أن المادة ٣٢ من الاتفاقية لم تذكر الحد اﻷدنى لسن تشغيل اﻷطفال؛ غير أنها أشارت على وجه التحديد الى " اﻷحكام ذات الصلة في الصكوك الدولية اﻷخرى " ، أي أن اﻹشارة وردت بالتأكيد الى صكوك مثل اتفاقية منظمة العمل الدولية رقم ١٣٨.

57. Mr. Hammarberg asked for an explanation of the situation of children who had been born in Lebanon but who were not seen as Lebanese citizens and for clarification as to the State's responsibilities toward Palestinian children.
٥٧- السيد هامربيرغ طلب إيضاحات بشأن حالة اﻷطفال الذين وُلدوا في لبنان ولكنهم ليسوا مواطنين لبنانيين، وبشأن مسؤوليات الدولة تجاه اﻷطفال الفلسطينيين.

59. Mr. Hammarberg said that there was a need for a legal review of the question of the institutionalization of children, an investigation into conditions in institutions, an independent regulatory and monitoring body and a mechanism for complaints.
٩٥- السيد هامربيرغ قال إن هناك حاجة إلى مراجعة قانونية لمسألة إيداع اﻷطفال في المؤسسات وإلى استقصاء للظروف في المؤسسات وإلى هيئة تنظيمية ورقابية مستقلة وآلية للنظر في الشكاوى.

72. Mr. Hammarberg said, with regard to the implementation of article 4 of the Convention, that the Government of Syria should look at ways in which it could ensure open discussion, when its budget was being adopted, on how best to serve the interests of the child.
