1- يجوز للدولة الطرف، وقت توقيع هذا البروتوكول أو التصديق عليه أو الانضمام إليه، أن تعلن أنها لا تعترف باختصاص اللجنة المنصوص عليه في المادتين 10 و11.

المادة ١٠-١: يجوز للدولــة الطــرف، وقت توقيع هذا البروتوكول أو التصديق عليه أو الانضمــام إليــه، أن تعلن أنها لا تعترف باختصاص اللجنــة المنصــوص عليــه في المادتين ٨ و ٩.

Each State party may, at the time of signature or ratification of the present Protocol or accession thereto, declare that it recognizes the competence of the Committee to receive and consider collective communications as provided for in the present article in respect of the rights set forth in some or all of the instruments listed in paragraph 2.
1- يجوز لكل دولة طرف، عند توقيع هذا البروتوكول أو التصديق عليه أو الانضمام إليه، أن تُعلن اعترافها باختصاص اللجنة في تلقي البلاغات الجماعية والنظر فيها على النحو المحدد في هذه المادة فيما يتعلق بالحقوق المنصوص عليها في بعض أو كل الصكوك المذكورة في الفقرة 2.

Each State party may, at the time of signature or ratification of the present Protocol or accession thereto, declare that it does not recognize the competence of the Committee provided for in the present article in respect of the rights set forth in some or all of the instruments listed in paragraph 1.
