The year that has passed since we met in this forum at the beginning of October 2001 has been marked by the international fight against terrorism and by international efforts to prevent terrorist groups from gaining access to nuclear weapons and to other weapons of mass destruction.

At the same time, I am humbled by the magnitude of the task before us if we are to return to this forum in 2010 and declare with certainty that no man, no woman, no child is denied access to prevention, treatment, care and support, for that is our understanding of universal access.

Member States should use this forum to intensify dialogue so as to build consensus that strengthens the ability of the international community to initiate concrete steps towards achieving the goal of nuclear disarmament.
