Regarding the protection and management of the ocean, in accordance with Agenda 21, the Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks met this year with the objective of promoting the implementation of the provisions of the United Nations Convention on the Law of the Sea on such fish stocks.

٩٢ - وهذه النتيجة لا تعطي للدولة الساحلية، أو أية دولة أخرى، فرصة لمنع جميع عمليات صيد اﻷرصدة السمكية المتداخلة المناطق في أعالي البحار عن طريق عدم الموافقة على جميع المقترحات المتعلقة بحفظ وإدارة هذه اﻷرصدة السمكية.

It reaffirms that primary responsibility resides with the flag State for the conservation and management of these fish stocks, and gives prominence to the role of subregional or regional fisheries management organizations in strengthening international cooperation for the implementation of measures designed to conserve and manage them.

89. In respect of straddling stocks, the question is, what are the " rights, duties and interests " of the coastal State while these stocks are on the high seas?
