الهدف من هذا البروتوكول هو إنشاء نظام قوامه زيارات منتظمة تضطلع بها هيئات دولية ووطنية مستقلة للأماكن التي يحرم فيها الأشخاص من حريتهم، وذلك بغية منع التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة.

ترحب اللجنة باعتماد الجمعية العامة للبروتوكول الاختياري للاتفاقية الذي يرمي إلى منع التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، وذلك عن طريق نظام للقيام بزيارات منتظمة إلى أماكن الحرمان من الحرية تقوم بها هيئات دولية ووطنية مستقلة.

Azerbaijan signed the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment concerning regular visits undertaken by independent international and national bodies to places where people are deprived of their liberty on 15 September 2005 and expects to ratify it soon.
31- وفي 15 أيلول/سبتمبر 2005، وقعت جمهورية أذربيجان على البروتوكول الاختياري لاتفاقية مناهضة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة الرامي إلى إنشاء نظام قوامه زيارات منتظمة تقوم بها هيئات دولية ووطنية مستقلة إلى الأماكن التي يحرم فيها الأشخاص من حريتهم، وهي تعتزم التصديق عليه في أقرب وقت ممكن.
