The experts recognized that human rights and the environment are interdependent and interrelated. They noted that States and international organizations are increasingly recognizing the rights of access to information, public participation in decision-making and access to justice, and that a growing body of case law from many national jurisdictions is clarifying the linkages between human rights and the environment.

14. The Advisory Committee notes that the Prosecutor's efforts to find willing national jurisdictions to accept the referral of cases from the Tribunal have so far been unsuccessful (see A/66/368, para. 15).

During the reporting period, the Mechanism has been monitoring, with the assistance of the International Criminal Tribunal for Rwanda on an interim basis, four cases referred by that Tribunal to national jurisdictions, pursuant to rule 11 bis of the Rules of the Tribunal, including two cases referred to Rwanda and two cases referred to France.

(e) Trials following the revocation of referrals of cases to national jurisdictions by either the International Criminal Tribunal for Rwanda or the Mechanism, insofar as they fall within the jurisdiction of the Mechanism as set out in Security Council resolution 1966 (2010) and annexes 1 and 2 thereto.
(هـ) المحاكمات التي تجري بعد إلغاء إحالة قضايا إلى هيئات قضائية وطنية إما من جانب المحكمة الجنائية الدولية لرواندا أو الآلية، بقدر دخول هذه المحاكمات في اختصاص الآلية على النحو المبين في قرار مجلس الأمن 1966 (2010) ومرفقيه 1 و 2.

The strategy comprises two main pillars: (a) fair and expeditious completion of trials in accordance with the established timeline; and (b) transfer of certain cases against accused persons, indicted under the authority of the Tribunal, to competent national jurisdictions.
