وإذ ترى، للوهلة اﻷولى، أن دورة مدتها خمسة أسابيع قوام كل أسبوع خمسة أيام عمل مع تخصيص أسبوع واحد تعقد خلاله جلستان يوميتان وأربعة أسابيع تعقد خلالها جلسة واحدة فقط في اليوم تتيح إمكانية أفضل لتعزيز قدرتها على أداء الدور المنوط بها بوصفها هيئة استشارية للجنة حقوق اﻹنسان،

13. It is not for the Sub-Commission, " as an advisory body to the Commission " , to decide on the appropriateness of the requests for studies submitted to it by the Commission, but its task would be facilitated if the Commission tried to clarify the issues and overcome divisions by reaching a consensus on the questions presented to the Sub-Commission; otherwise, the SubCommission's work could be destined for deadlock.
13- ولا تبدي اللجنة الفرعية بوصفها " هيئة استشارية للجنة " رأياً بشأن استصواب الطلبات المتعلقة بإنجاز الدراسات التي تقدمها لها اللجنة. ولكن مهمتها ستكون أسهل إذا بذلت اللجنة ما في وسعها لتوضيح الرهانات وتجاوز الانقسامات عن طريق إيجاد توافق في الآراء بين أعضائها بشأن المسائل التي تطرح على اللجنة الفرعية، وإلا وجدت اللجنة الفرعية نفسها في طريق مسدود.
