As a result, policymakers do not always have the proper analytical tools to assess the rapid changes in commodity market structures, to adjust their policies accordingly and to be able to improve their competitiveness.

For developing countries, it was more important at the present stage to establish - through FDI liberalization, reduction of tariff and non-tariff barriers to trade, and domestic deregulation - market structures that worked.

44- وكان معروضا على اجتماع الخبراء لنظره في البند الموضوعي من جدول الأعمال (البند 3) تقرير من إعداد أمانة الأونكتاد عنوانه " تأثير هياكل أسواق العرض والطلب المتغيرة على أسعار السلع الأساسية وصادراتها ذات الأهمية الرئيسية للبلدان النامية " (TD/B/COM.1/EM10/2).

3. As decided by the Commission on Trade in Goods and services, and Commodities, at its third session (28 September - 2 October 1998), this Expert Meeting is convened to examine the impact of changing supply-and-demand market structures on commodity prices and exports of major interest to developing countries.
3- يعقد اجتماع الخبراء هذا، حسبما قررته لجنة التجارة في السلع والخدمات والسلع الأساسية في دورتها الثالثة (28 أيلول/سبتمبر - 2 تشرين الأول/أكتوبر 1998) لدراسة تأثير هياكل أسواق العرض والطلب المتغيرة على أسعار السلع الأساسية وصادراتها ذات الأهمية الرئيسية للبلدان النامية.

4. As a background to its discussions, the Expert Meeting will have available to it a report by the UNCTAD secretariat (TD/B/COM.1/EM.10/2) on the impact of changing supply-and-demand market structures on commodity prices and exports of major interest to developing countries.
4- وسيُتاح لاجتماع الخبراء، كمعلومات أساسية لمناقشاته، تقرير أعدته أمانة الأونكتاد (TD/B/COM.1/EM.10/2) بشأن تأثير هياكل أسواق العرض والطلب المتغيرة على أسعار السلع الأساسية وصادراتها ذات الأهمية الرئيسية للبلدان النامية.

INTRODUCTION At its third session, in October 1998, the Commission on Trade in Goods and Services, and Commodities, decided to convene an expert meeting on “the impact of changing supply-and-demand market structures on commodity prices and exports of major interest to developing countries” (TD/B/COM.1/22, para.83).
1- قررت لجنة التجارة في السلع والخدمات والسلع الأساسية، في دورتها الثالثة المعقودة في تشرين الأول/أكتوبر 1998، أن تعقد اجتماع خبراء بشأن " تأثير هياكل أسواق العرض والطلب المتغيرة في أسعار السلع الأساسية وصادراتها ذات الأهمية الرئيسية للبلدان النامية " (TD/B/COM.1/22، الفقرة 83).
