وأعلن الرئيس أنه قد أذن له عقب مشاورات للمجلس، باﻹدلاء، نيابة عن المجلس، بالبيان التالي (S/PRST/1996/26):

the President stated that, following consultations of the Council, he had been authorized to make a statement on behalf of the Council and read out the text of that statement (for the text, see S/PRST/1997/34; to be issued in Official Records of the Security Council, Fifty-second Year, Resolutions and Decisions of the Security Council, 1997).
