10 - وإذ نعترف بحق إيران في امتلاك برنامج لتطوير الطاقة النووية للاستخدامات المدنية بموجب معاهدة عدم الانتشار، فإننا نرى أن إيران تحتاج إلى استعادة الثقة في أن برنامجها هو برنامج ذو طبيعة سلمية صرفة.
